Romanian Association for Solid Waste Management (ARS) was visited on 7th of April by the representative of National Association of Republic of Moldova for Solid Waste (MOLDSWA), ISWA National Member.

Mr. Tudor Lefter, President of MOLSDWA Council, has discussed with Mr. Dumitru Mihalache, ARS President; Mr. Viorel Marcu, ARS Director and Mr. Alexei Atudorei chair of ARS Technical and Scientific Committee and ISWA Board member (representative of Regional Development Network Southeast Europe, Middle East and Mediterranean).

During the meeting were discussed the following issues:

  •   Situation of Republic of Moldova in implementation of integrated waste management;
  •   Cooperation between ARS and MOLDSWA, program for 2015;
  •   Cooperation between ARS, MOLDSWA and ISWA-RDN, program for 2015.

Mr. Tudor Lefter presented the Partnership Agreement signed in 31, March, 2015 with Ministry of Environment from Republic of Moldova by Mr. Lazar Chirica, Vice Minister and Mr. Valeriu Gherbovet, MOLDSWA President.

Ministry of Environment and MOLDSWA will cooperate for the elaboration and implementation of legislation and policies in waste management in order to create as soon as possible the national planning framework needed for the developmentand implementation of sustainable solid waste management in Republic of Moldova.

The objectives of the Partnership Agreement are similar as ISWA objectives:

  •   Promoting resource efficiency through sustainable production and consumption;
  •   Advancement of waste management through education and training;
  •   Promoting appropriate and best available technologies and practices, but adapted and detailed for the local and specific conditions of Republic of Moldova.

ISWA-RDN and ARS will continue to offer all the support to MOLDSWA and ARS members will travel to Republic of Moldova and provide, voluntary, legal and technical assistance.
Ministry of Environment of Republic of Moldova and MOLDSWA will organize in partnership an international environmental conference between 5th and 6th of June in Chisinau, capital of Republic of Moldova.

In the afternoon of 5th of June a special session will be dedicated to solid waste management with general topics as are legal issues, planning, communication, collection and transportation technologies and disposal (landfill).

ISWA-RDN and ARS representatives will attend the conference and will make presentations (present status of solid waste management, achievements and failures, aso) which will help Ministry of Environment and MOLDSWA in the upcoming activities and projects.

Mr. Dumitru Mihalache mentioned that ARS will organize an international conference on waste management in the first week of July and representatives of MOLDSWA and Ministry of Environment will be invited to participate as speakers.

Both events will open up opportunities for future cooperation al central and local administration level and between public and private companies from Romania and Moldova.
Mr. Alexei Atudorei confirmed that ISWA-RDN will continue to support MOLDSWA and to involve in the cooperationprogram not only ARS members but also other members of RDN and other members of ISWA from Western Europe.

The meeting was a success and such meetings will be heldquarterly in Bucharest or in Chisinau.

In 2013, Environ launched in Bucharest the first edition of Ecobanca - Your recycle bank, a mobile collecting network for both waste electrical and electronic equipment and waste batteries and accumulators.

Ecobanca as a local awareness raising and selective collection campaign aims to generate a proactive attitude by developing and promoting social responsibility and also to optimize and increase the amount of e-waste collected by involving Bucharest citizens in selective collection and recycling projects, with the final objective of reaching waste recycling targets, according with the Europe 2020 Strategy.

Ecobanca collection points are travel trailers equipped with advanced technology such as touch-screen monitors for WEEE type selection and printers that generate labels containing a QR code in order to provide the traceability of waste disposed and also to ensure the citizens that the WEEE and waste batteries have been managed properly and according to effective legislation.

Every e-waste disposed at Ecobanca is worth a number of bonus points that counted together can be converted into attractive prizes. During the first edition of the project, almost 1000 citizens of Bucharest deposited over 12 tons of e-waste and batteries at the mobile collection points in the city and almost 100 participants won new electronic equipment, such as: photo cameras, vacuum cleaners, tablets, fridges, washing machines and tv.

Based on the positive public answer and population's involvement in the campaign, Environ Association decided to launch the second edition in spring 2014.

Environ Association is a nonprofit e-waste management organization with the purpose of taking-over and accomplishes the responsibilities of electrical and electronic equipment manufacturers, regarding collection, treatment and non-pollutant disposal of WEEE. Environ is the only e-waste collective organization in Romania, member of International Solid Waste Association (ISWA).

A different story of recycling

Baterel and the Non-E World is a national social responsibility and selective collection project, initiated in schools from Romania by Environ Association, with the main purpose of increasing the awareness of the danger of scattering natural resources and uncontrolled waste disposal and encouraging an environmentally responsible behavior.
The project is conceived with the involvement of both pupils and teachers in developing a national selective collection and recycling network through an interactive platform.

Baterel and the Non-E World has already reached the third edition and more than 700 schools and high schools are involved in competition. Almost 50.000 children have the opportunity to enrich their knowledge about ecology in an attractive way, following Baterel and his friends in their adventures through the fascinating world of recycling. Professors are offered a manual to sustain ecological courses and children are engaged in a positive competition based on drawings, essays and projects regarding selective collection of waste of electrical and electronic equipment and waste batteries.

An Award Gala is organized every year to celebrate the successful results of the project and the most original and involved students and professors win prizes such as laptops, music players, cameras and other gadgets.

Promoting an eco-friendly behavior and a preventive attitude among new generation is one of the major priorities for Environ Association, so in order to enhance the educational effects of "Baterel and the Non-E World" campaign and increase the message impact through one of the most used communication tools, there has been launched an online contest on the recently upgraded and optimized version of the website www.baterel.ro and also on Facebook page facebook.com/Baterel.

A new topic regarding selective collection, recycling and other environmental issues is released every month and best answers are rewarded with a tablet.

a sustainable initiative on the recycling market

GREEN GROUP Romania, with regional presence in Eastern Europe, in Macedonia and Serbia, represents a group of 5 recycling companies, with a unique business model diversified on collection and recycling various types of wastes, from plastic, glass to WEEE.

On 5th of December 2013, Green Group inaugurated the newest project, GreenGlass Recycling, a plant designed to recycle glass waste. The company has started the production activity in Bucharest, with an initial investment of 4 MIL Euro, which enabled the construction of a modern production hall and the acquisition of some of the latest treatment technologies. Once it is collected from sanitation companies, collectors, HoReCa system, as well as from different companies generating volumes of packaging, flat glass and windshield, the glass is recycled in finished cullet that is supplied to a variety of markets in Romania and Europe.
Greenglass Recycling has a processing capacity of 110,000 tons of waste annually, but at the moment started with 30,000 tons of processed glass that will be increased with 15,000 tons yearly until the maximum capacity is reached.

The treatment process includes the following main steps: the recyclables are separated by commodity type, followed by a separation according to color, and then the glass is crushed and grinded into cullet. The next step in the glass recycle process involves the decontamination through a magnetic field or manually of paper, wood, caps, ceramic etc. The state of the art technology of all its devices ensures a 99,99% purity of materials.

Green Group comprises Greenglass Recycling, GreenTech (PET recycling unit), GreenFiber International (producer of PET synthetic fiber), GreenWEEE International (a recycling unit for WEEE) and GreenLamp Reciclare (a recycling unit for used lightning equipment).

Our investments have an environment impact - through our production process, raw materials and acquisition of clean technologies, an economic impact - by increasing turnover of the companies in order to stimulate the local, regional and national economy and a social impact - by creating and maintaining hundreds of jobs.

Intelligent collection and recycling through SIGUREC system

Green Group encourages recycling and discourages wasteful habits of throwing wastes at garbage or landfill. For this reason Green Group launched SIGUREC project which is addressed to the population who has no facility to dispose recyclable materials in a proper and safe manner. This is the first system in Romania able to offer the citizen the possibility to manage their waste in a responsible way through simple operations, turning waste into resources.

SIGUREC system is part of the Voluntary Agreement signed between the Ministry of Environment and Forests and AMRCR (Association of Big Retailers in Romania) with the purpose of prevention and reduction of waste generation, stipulated in the environmental legislation in force.

SIGUREC system is designed for being placed in retailers locations (indoor) as well in public areas (outdoor) and allows users to recycle 10 types of packaging waste - PET, aluminum packs, bottles, Tetra Pack, plastic, PE, PP foil, as well as paper, electronic and electrical equipment, in exchange for vouchers.

SIGUREC selective collection system is based on three components:

1. E-Scale - Waste Electrical and Electronic
2. Voluntary Reverse vending machine (VRVM) - for plastic, aluminum, glass
3. Green Bins (GB) - Battery, lamps, bulbs, glass.

E-Scale and VRVM machines identifies by specific parameters such as shape or weight of the waste and immediately calculates the amount to be refunded by printing a voucher that can be used in the retailer's shop. From this point, the material will go directly to the temporary storage or to the factory.

This is a unique innovative solution for efficient and profitable converting of packaging and electric and electronic waste from disposal into the fields or landfills into clean fractions suitable for further processing into valuable products. Also, it offers SIGUREC transparency and accurate data as measures the real input parameters and reports online the collected quantities, SIGUREC motivation of consumer to collect and recycle SIGUREC safe transport of waste and SIGURECmaximum traceability (straight and documented flow from generator to recycler).

In this moment, SIGUREC system is implemented in CORA Hypermarche, in Auchan and Carrefour Supermarket, in different cities in Romania.
